I was meaning to do this after the next round of reloc fixes in riscv64 AOT, but lets update this so we have at least something working (at least restore wouldn't complain with -p:PublishAot=true -r linux-riscv64). 👍 |

The next SDK update is going to happen in a month anyway and we can do another update between as well. The failures here show that we have work to do anyway ;) |

There were to independent asks to update the toolset SDK. One comes from dotnet/sdk#45917
