Remove helper text below the IDE drop-down - since IDEs may already be in image or container

Most enterprises will not accept using Gateway's default behavior of downloading the JetBrains IDE from jetbrains.com into the workspace.

There is helper text below the IDE drop-down that says:

"The iDE will be downloaded from jetbrains.com"

Remove this.

If an IDE is already_installed, I agree that it makes sense to remove the helper.
