I reported something similar and the creator mentioned they were reworking the stats in the future.

The dialogue of a couple of the characters definitely seems like 10 is not the end, but it seems like they're working on fleshing out the other systems before pushing the others past 10.

Edit: besides how I think it'll be from the context, I also personally hope that 10 isn't the end either. I hate when these kind of games skimp out right at the good parts.
Double Edit: there's a previous post from the author talking about 11+ content so that seems like confirmation to me.

Hi, it says the fetishes included are tagged, but you mean just the tags here on itch?

I loved the game but I found that a couple of the character's BE changes were a bit underwhelming.  The fairy is definitely one of my favourites for instance but she barely changes!

I can't wait till we can make Kammy like she is in the Main Menu screen
