docs: synchronize active horizon and roadmap across all documentation

Updates project roadmap and unblocks deferred systems by transferring them to the Active Horizon section. Synchronizes all agent onboarding files (AGENT_ONBOARDING.md, CLAUDE.md, GEMINI.md) and project documentation (STATE_OF_THE_PROJECT.md, FUTURE.md, README.md) to reflect the latest state.
