Can it work from the top as well?

Right now it seems you can only position it at the bottom of the screen and slide up. Seems like it shouldn't be to hard to make it optionally slide down from the top?

I need two panels - one from the top, one from the bottom... :) Maybe we should not make it one OR the other, but both!

I wrote SlidingDownPanelLayout from SlidingUpPanelLayout (issue #96), but it is just copy & paste. I think we should wrap them by base class.
