When importing bigquery.client from within a Flask app, I kept running into a import issue with SignedJwtAssertionCredentials. Moving the import to only where it's called fixed the issue.

This fix the warning:

 ImportError: file_cache is unavailable when using oauth2client >= 4.0.0

And allow us to continue using the latest OAuth library versions
