Problem: kwil-cli binary is hardcoded at the repo

It might be a good idea to consolidate it using the download scripts. The concern that it might slow down CI should be fixed using Cache GH Action

AFAICT, there is not a way to only download the kwil-cli binary. If there is a more convenient way to release that would allow this, we could do so, however these changes won't take effect until our next set of breaking changes.

I see, thank you for the lead. Please do so. In my opinion, since kwild and kwil-cli are separate binaries, I think they should be separated.
