Not able to use the downloaded project. Please tell the process of how to upgrade or downgrade.

This should just be a temporary issue (there was a new TypeScript 3.4 release some hours ago which is currently not compatible with Angular 8). A workaround could be to remove the caret ^ from the typescript entry in your project's package.json and run npm install again.
