feat(analyser): port remaining eugene rules

there is one commit per rule to ease the review. and most of the code is generated. only the rule implementation, the tests and the analysed_file_context needs to be checked.

• add serial column
• multiple alter column
• adding enum
• locktimeout warning
• running statement while holding access exclusive
