This PR changes how webseq works with the pubmed database. The pubmed database is about journal articles. While each article has a unique PubMed ID, this is really an internal UID. When we think about the unique ID of a journal article, it is usually the DOI. The DOI of the article can be easily retrieved form the pubmed database.
This PR updates
ncbi_recover_id()when it operates on a uid from the pubmed database such that it will return the DOI URL of the article.
