Rework HBase TLS / Auth structs

This is blocked until the arch meeting on 15.3.23.

HBase has a top level config that mirrors the configs of the roles / rolegroups.

This is nice for merging or not having to set HBASE_OPTS three times, but exposes possible wrong config options in the CRD (e.g. a master port could be set in a restserver...)
