fetcher: Test minimum libcurl version compatibility #17
Description
When deploying vessel, moss/fetcher's use of multithreaded downloads appears to be incompatible with older versions of curl.
This issue is intended to track the minimum OS/libcurl versions documented to work ootb w/vessel.
