This tracks various issues in SQLite that I work around, periodically prod them about.

Currently carrying a patch that is only used when we use the amalgamation
authorizer reprepares forum
I could work around this by always setting to a dummy value and then NULL. Need to check if currently executing statements get reprepared on their next run.
sqlite3_shutdown documentation forum
Python was fixed. Need to update my doc.
