A background service for monitoring and controlling ev3dev devices.

This project needs quite a bit more thought and planning. For now, it is basically a battery monitor that shuts down the device when the battery gets low. In the future, it could be expanded to provide a complete hardware abstraction layer for ev3dev devices.
