Remove .net 4.6.2 as a target framework

We don't need to ship `4.6.2` as a target framework because `netstandard2.0` already covers it.

Actions:
 - Remove target framework from all agents (nunit, xunit, vstest, specflow)
 - Remove it from shared package
 - Remove it from `Client` package
