CUDA ARM wheel GPU_ARCH_TYPE was defined to be cuda-aarch64 to be in parallel with cpu aarch64 in https://github.com/pytorch/pytorch/pull/126174/files#diff-05a2f54752a171dcfec6fe4a27d17f307546ffb606d4e034414a3dd4f07192d0. Apologies for the confusion. LGTM. |

Previous PR did not seem to execute "pip3 install numpy -force-reinstall" and the CI did not seem to test this (only tested python 3.8).
