Can't set quota to 0

In 10.0.3 we can't set user's quota to 0. In 9.1 it was possible

There are set quota tests in the UI tests. I am surprised that we never tested that possibility. I am happy to have a look.
It does not work (at least on the UI) in 10.0.2 also.
