remove global_config

global_config.xml was at first intended to send reports to admin in case of failure, exceptions, or whatever.
This is not implemented and will maybe not be.
Check if the tags used by feeders can be packaged elsewhere (config.xml from feeders?) and possibly remove this file from application.
