Inconsistency when switching to browse mode and back to focus mode in vscode #19935

Steps to reproduce

  1. Open some file in vscode.
  2. Open the find dialog using ctrl+f and close it with esc.
  3. Press nvda+space twice to go to browse mode and back to the focus mode.
  4. Open the find dialog using ctrl+f.

Actual behavior

On step 2, nvda will remain in focus mode, on step 4 it will enter browse mode.

Expected behavior

NVDA should stay in focus mode in vscode in any cases, only manual switching should work.
