Map generator for Victoria 2

Currently the program can make the following kinds of maps:

• Population heatmap: population
• POP attribute map: e.g. attr religion
• POP attribute percentage map: e.g. attr_percent religion sunni
• POP attribute heatmap: e.g. attr_heatmap kind slaves
