Add fail on error capability to CleanUp thread

Currently any failure causes the CleanUp thread to exit. This means that if there is one bad entry in, say, a store, then the
entire clean up halts. The net effect for OA4MP is e.g., that a munged transaction for a file store stops garbage collection there and hundreds of thousands accumulate.
