This also required - reducing SC_LAST_RTS_WITH_EVENTS to 3 - creating two more RTS tables (003 and 004) - minor unit test improvements to debug UT issues related to SC_NUMBER_OF_RTS_IN_UINT16 usage - fix def for SC_NUMBER_OF_RTS_IN_UINT16 to reference SC_NUMBER_OF_RTS I chose not to reduce SC_NUMBER_OF_RTS to 2 because I wanted to still allow easier demonstration of SC_LAST_RTS_WITH_EVENTS
