Move node:fs/promises and node:path imports to the top of the file
instead of using dynamic imports in beforeAll/afterAll hooks.

Taking a look!

- Change .nth(2) to .nth(1) for 'View' button in 'should update a refund' test
- Change .nth(2) to .nth(1) for 'Delete' button in 'should delete a refund' test
- Only 2 'Motech Development' transactions exist at this point in test flow:
  1. Confirmed sale from line 409
  2. Confirmed refund from line 449
- Tests were incorrectly looking for 3rd element (index 2) causing timeout failures
