Allow to pass extra arguments to tensorboard

Every time I want to see the high resolution graph, I need to manually change tensorboard_launcher.py and add

tb.configure(bind_all=False, logdir=logdir, samples_per_plugin=dict(scalars=99999999), port=get_random_free_port())

to it. Can you make it configurable?
