Migrate Azure.Mcp.Tools.Communication.LiveTests LiveTests to Recorded Tests

Migrate tests within tools/Azure.Mcp.Tools.Communication/tests/Azure.Mcp.Tools.Communication.LiveTests/Azure.Mcp.Tools.Communication.LiveTests.csproj to recordings. Utilize copilot to assist with the migration process for Azure.Mcp.Tools.Communication.LiveTests.

This task will be considered complete when the livetests can be invoked without the presence of a .testsettings.json file.

Submit a PR with your change and verify that the recorded tests are running in the recorded test step

Cannot run Should_SendSms_WithValidParameters after deploying communication service, acquiring a phone number and setting environment variables.

Same goes for Should_SendEmail_WithValidParameters

The tests fail with 401 (Unauthorized). The tests are skipped by default, and there is no point in recording skipped tests.
I will wait till the tests are working before migrating to recorded tests.

I had used a resource owned by the communication team to test the tool. I didn't see the point of having to run live tests for sending sms on every run as it costs money every time we send sms. I can try to check of I still have access to that resource and phone number to record the test. So that we can have the recorded testing run with the pipeline and I can re-enable the test. Getting a phone number approved takes atleast 5 weeks and I didn't see the point of owning a resource by our team.

On the other hand, Communication email should be easy to record. No such verification process needed for email send.
