Add support for
catalog:versions. The handling of bumps and publish-time replacement with actual versions is the same asworkspace:versions, including the current issues documented in #1123 and #981.There's also finally an E2E publishing test that covers
workspace:version replacement, along withcatalog:versions now.Fixes #1001
