Add CsWinRT projection to Microsoft.Gaming.XboxGameBar

Microsoft.Gaming.XboxGameBar works fine under UWP with NET but requires additional configuration.

With the addition of CsWinRT projection to the official nuget package the process of creating a widget under NET can be simplified.
