Martin pointed out that it would be safer to restrict this to Owner and Member so that we have full control over who can run the workflow. Otherwise any person who's PR was ever merged can run it.

I think "COLLABORATOR" is fine and should stay -- it's an explicit list which is easy to control.

This is the basis for new bootc/image mode tests which we will be rolling out in the near future. ansible-lint requires that the collection path is set so that the requirements it installs are installed in the correct place. Martin pointed out that it would be safer to restrict this to Owner and Member so that we have full control over who can run the workflow. Otherwise any person who's PR was ever merged can run it.
