This pull request adds a new Resources page for writers and updates the main navigation to include a link to this page. It provides writers with quick access to helpful guidelines and design references to improve content consistency and quality.

Tested locally by verifying the navigation menu includes the Resources link and confirming the new page loads with proper layout and styling.
