This PR accomplishes three things
getIssuerandsignfunctions for the same reason.generateCertificateto allow other languages to use thisThe C exported function assumes that the CA-files will always be
minica.pemandminica-key.pem, because figuring out how to accept default arguments via C bindings was too daunting. If it's required for merge I can look into it some more.
