instead of simply checking if it's a tiered item, will check if it has the item tag "summonerscrolls:summoning_item"
Define default tags. these pretty much match up with the default functionality of adding to tools

Allows for configuration of what items can or cannot be combined with a summoning scroll. anything with the tag #summonerscrolls:summoning_items can be used. I kept the default functionality by using #minecraft:tools, so it still works like normal, but now can be customized if a user would like, or technically disabled entirely if left empty.
