This is the first step in adding blob storage support. Includes the infrastructure for blobdb but no writes to that system yet. After review/changes merge to main and deploy along with Kubernetes configuration and blobdb service. Confirm successful deploy and manual use of infrastructure via store_file(). Then add new message writes to blobdb, then replication, etc.
