Battlecommandparam settings used in Charaparam

Steps:

1. Open Charaparam with PPEditor
2. You can see "difficulty" section etc (which is supposed to battlecommandparam setting)

Checked the setting file, charaparam doesn't have such setting

Reason:
Battlecommandparam and Charaparam has identical ID 😢 (both are zero)
