Creating this so have a stable tag to pull down from.

This is based on v3.5 of the upstream FindCUDA, with additions so that:

• installable via luarocks in torch
• rebuilds of cutorch etc only rebuild the modified files and their dependencies
• removes the superfluous messages about removing dependency
