- Add bn system emit <agents|skill> command for programmatic template access
- Make AGENTS_MD_BLURB and SKILLS_FILE_CONTENT constants public
- Add help footer to AGENTS_MD_BLURB
- Add Bug/Idea/Milestone/Queue/Graph/Agent sections to SKILLS_FILE_CONTENT
- Add AGENTS.md sync check to pre-commit hook (uses cargo run)
- Fix markdown linting errors (blank lines around headings/lists)
- Add bugs guidance to task workflow
- Add queue usage section to binnacle AGENTS.md
