Workflow python-unit-tests fails when automatically executed on forks

To Reproduce

1. fork this repo
2. make a PR on the fork
3. the workflow will execute and fail

Expected behavior

Avoid this workflow to run on forks: devs can run the unit tests locall

Hi,
Several GitHub workflows like triage.yaml require secrets to work properly.

Sample code for triage.yaml:

- name: Run Triaging Script
        env:
          GITHUB_TOKEN: ${{ secrets.ADK_TRIAGE_AGENT }}
          GOOGLE_API_KEY: ${{ secrets.GOOGLE_API_KEY }}

It means that they can never run properly on any fork as forks don't get the secret.

So, it would be better for those jobs to get protected against failure on forks with the condition that I proposed in my commit rather than suggested manual disabling on each fork.

It is same also on stale-bot.yml

So, I am happy to extend my PR by adding condition for all failing jobs due to secrets. (I made a similar PR - that was accepted - in the past for google/A2A-python)
