This PR expands our translation setup to extract out attribute descriptions from the
@sentry/conventionspackage, and add them to the Sentry translations setup.This PR also adds in a new
td()translation function that includes an eslint rule so that devs only use it with theATTRIBUTE_METADATAobject from@sentry/conventions.Ticket: EXP-678
