The FIBP-only server expects [fibp] not [server] for the listen address.

Use the
[fibp]config section for the test server so the FIBP-only binary reads thelisten_addrcorrectly. Fixes startup for both the HTTP and TLS test servers.Written for commit f0a8ad4. Summary will update on new commits.
