Add a Clock control that corrects the mistakes made in the time control

[sbellware]

• Clock.example would return raw time, rather than ISO 8601
• Offsets are available in root controls, rather than just in the processed time controls

Note: Processed time should have never been a concept that is reified in Clock. It's a messaging concern.
