Closes #2

  • add workflow files for testing, docker and pypi publishing
  • testing workflow succeeds, and is aware of changes to code subdirs
  • pypi token is set in the secrets
  • pypi job only runs with a new tag
  • docker job only runs on main

The docker push doesn't currently work as we need to hook it up to push to the public Fides repo, everything else should be gucci gang
