Accidentally removed this in a previous PR.
…#2759) The manual trigger is currently enabled only for the prerelease job. This PR adds it for the normal release flow too, as it is useful to retrigger failed release workflows.

We recently upgraded the ECR sdk version. Our ECR repo exists check relies on the type of the error thrown and the new ECR sdk version seems to have broken that behavior. This PR adds a workaround to the issue.
