App launcher tooltips flicker repeatedly when "Reduce Motion" is enabled #649
Description
What Happened?
With "Reduce Motion" enabled, opening the application launcher and scrolling once causes the tooltip of any hovered app icon to flicker rapidly. It keeps flashing until I move the cursor away. I'm attaching a short video showing the behavior.

Steps to Reproduce
- Enable Reduce Motion in system settings.
- Open the Wingpanel application launcher.
- Scroll once to the right, then leave the cursor hovering over any app icon.
- Watch the tooltip.
Expected Behavior
The tooltip should appear normally and stay stable without flickering.
