When modernizing the Settings > Encryption tab, we removed the button to "manually" restore keys from the backup, because it did not do anything meaningful for a regular user (which the app already did not do). However, some of the users claim that is button is crucial for them to debug/resolve certain issues related to backup. Since the code behind this button seems to still exist, we can temporarily expose it in the /devtools.
