The spec is already present in https://doc.biscuitsec.org https://github.com/biscuit-auth/website/blob/main/docs/src/reference/specifications.md maybe we could replace it with a submodule, since mdbook doesn't require a yaml/toml front matter on md files, contrary to zola.

i think https://biscuitsec.org could just link to the spec on github.
