Update dependencies

Simply modified pyproject.toml to allow Python3.13 and pyside6-essentials-6.9.1, shiboken6-6.9.1, and it worked. Since Python3.13 is already the default version for some distros (like Debian 13), I think it's better to update the version range.

@YuruiHong , where/how exactly did you have noticed the upper version bound for Python?
I'm asking, because the version bound in pyproject.toml only defines a lower but no upper bound.

PS: The version for pyside6 got updated yesterday as part of #755.
