Loading

Making sure that 16.11 is up to date with our current release standards. Here is the experimental run.

To sum up:

  1. This change moves us to arcade 6
  2. Onboards 1es templates
  3. Comments the problematic tests that fail on pipeline
  4. onboards all the prerequisites for source build support

The bigger part of the changes comes with arcade.
