Redesign incrementality for GenerateBindingRedirects task and target #9337
Description
#8012 changed the incrementality model of GenerateBindingRedirects in such a way that it introduced AB#1875355 / https://developercommunity.visualstudio.com/t/Visual-studio-overwrites-config-file-wit/10449324.
We should figure out a path forward -- maybe don't have inputs/outputs at the target level and let the task's incrementality handle it always?
