Attaching data exclusive to NFTs

I see that attaching some data(and therefore a "royalty") is only possible for NFTs. I see no reason why this should be limited to NFTs only. I gave an example months ago while working on a CC game of "health potions" whereas they may need some data for a game, but are all fungible with each other.
