  • Bump all pinned dependencies in CI
  • Bump minimum supported versions
  • Support numpy == 2.0.0
  • Fix all the odd things that broke in newer versions
  • Drop tox-conda support
  • Add minimum version dependency tests

They're useful, but don't have anything to do with UGrid datasets.
More recent versions of xarray conform to the CF conventions more
strictly, which exposed some noncompliant attribute dtypes in the test
datasets.
Depending on what order these tests were run in, later tests might have
different logging configs. We shouldn't modify the log config in a way
that persists between test calls.

tox-conda doesn't work with tox 4, and is becoming so out of date that
recent versions of Python and other dependencies start failing.
I couldn't get a working combination of dependencies on Python 3.12.
