Show and manage all workspaces from the plugin

All workspaces, even the ones that are stopped or failed to build or the ones for which we failed to retrieve the agents should be displayed in the UI and provide some status for them.

Also, it would be nice to have some management actions like start/stop/rebuild to reduce context switches (right now users have to go back to the web app or cli to initiate these actions)
